光电子技术湖北省协同创新中心学术咨询委员会
工作条例
第一章 总 则
第一条 根据科技部关于中心管理办法的有关精神，中心设立“光电子技术湖北省协同创新中心学术咨询委员会”（以下简称“学术咨询委员会”），并制定本条例。
第二条 学术咨询委员会是光电子技术湖北省协同创新中心理事会领导下的学术指导和评议机构，其工作直接对光电子技术湖北省协同创新中心理事会和主任负责。
第二章 任 务
第一条 学术咨询委员会的主要任务是：
评议与咨询中心的学科方向设置与学科建设方案；
评议与咨询中心下属研究机构的设置与调整；
评议中心下属研究机构的主要负责人和首席专家；
评议中心重大学科建设与科学研究立项；
评定中心主要科学研究成果；
制定创新研究基金指南，审定研究课题并决定资助经费额度；
评定中心重要的科学研究学术奖励；
咨询中心重要的国内外学术交流计划；
评议与论证中心分阶段进展及验收；
对中心主任及中心工作进行评估并向上级部门提出建议。
第二条 学术咨询委员会可受中心理事会或主任委托，为中心的其他有关学术方面的重大决策提供咨询。
第三条 学术咨询委员会可受中心理事会或主任的邀请，参加中心重要的学术活动。
第三章 组织结构
第一条 学术咨询委员会由20名成员组成，由理事会面向国内外聘请本领域及相关领域知名专家学者担任。委员会的组成适当考虑地区分布、相关专业及年龄的因素以及各研究部学科方向上的结合，其中理事单位的学术委员不超过总人数的二分之一，并需聘请若干名本领域优秀的外籍学者或海外华人学者担任学术委员。委员任期四年，可连任。
第二条 学术咨询委员会设名誉主任1人，主任1人，副主任委员若干人，由学术委员会委员选举，理事会聘任。学术咨询委员会主任委员由在学术上造诣较深的科学家担任，学术委员会设兼职秘书一人，协助正、副主任委员处理日常工作。
第三条 学术咨询委员会设立常务委员若干名，常务委员要求每年有一定时间用于指导和监督中心工作。
第四条 在中心学术咨询委员会任期内，因故增补委员时，由中心学术咨询委员会主任委员提名，学术委员会通过，理事长任命。
第四章 工作程序
第一条 学术咨询委员会在进行有关事项的审议、评定或咨询之前，中心办公室应作好材料准备，如提供有关资料、意见或初步方案等；重要的应事先印发给各委员。
第二条 学术咨询委员会应将评定、审议、咨询的意见整理成书面材料，向主任报告，中心应尽可能听取中心学术咨询委员会的建议。
第五章 会议制度
第一条 学术咨询委员会原则上每半年举行1次会议。根据需要，可临时召开专题会议，也可召开正副主任会议，对有关工作进行审议或咨询。
第二条 根据会议内容需要，可邀请中心有关部门负责人列席会议。
第三条 学术咨询委员会的重大决议须经半数以上委员出席的会议上的二分之一委员通过。
第四条 会议应有记录备案，会议结果应及时整理，必要时可在光电子技术湖北省协同创新中心网页上予以通报。
第六章 附 则
第一条 学术咨询委员会日常工作应设专人负责，活动经费在中心行政经费中统一列支。
第二条 本条例自发布之日起施行。解释权由中心理事长与主任授予学术咨询委员会。
